Should the red and yellow beach flags be changed?

Every summer, among the millions of beach goers each year, thousands of people get into trouble in the surf and need to be rescued by lifeguards.
The iconic red and yellow beach flags are meant to be simple to understand. Of course everyone is meant to swim in between the flags.
However, for international visitors, research shows that many misinterpret what the beach flags mean and risk their lives in the surf.
