Is making commercial surrogacy illegal forcing prospective parents to look overseas for a solution?

With commercial surrogacy a criminal offence in New South Wales, prospective parents who are unable to conceive are heading overseas to realise their dream of having children.

So why are laws preventing commercial surrogacy failing? And is it time for legal reform?
