Is the NDIS understanding Australians with disabilities well enough?

Today, a new essay was released covering the National Disability Insurance Scheme, explaining the challenges the NDIS has faced since its inception.

The essay explores the shortcomings of the scheme saying, despite the good intentions of the Gillard government, it has not understood Australians with a disability well enough.
